This is a wonderful English toby jug or character jug of a painter because his handle is made of paint brushes and paint tubes. My guess is it's supposed to be Turner. He has that far away look. He was made in Staffordshire, England & I bought him at an antique market in Gloucester but he is unmarked so I don't know his manufacturer. He is 4.75 inches high, handpainted and in very condition with no chips, cracks or restorations. Shipping in the US by USPS priority insured with tracking is $8.50.
