This is an English chrome plate sugar sifting spoon or mote spoon. Sugar sifting spoons were essential for the proper tea table setting. It was a needed at the Victorian tea table to sift pounded sugar onto muffins, crumpets or pancakes. Mote spoons were used to fish stray tea leaves from your cup.
