This is a Victorian era souvenir tea caddy spoon, tea leaf spoon or tea scoop for York, England which is a town known as a Royal Borough. The finial has the Bishop's mitre above the crown and the crossed keys of York.

The molded brass tea caddy spoon or tea scoop has a round bowl, applied handle and finial and has the registered number dating it to 1892-1893.  

The tea caddy spoon or tea leaf spoon measures 3.75 inches long with a 1.75 inches in diameter bowl, with an hand applied finial to bowl..

The York tea scoop is in very good +++ used vintage condition and was obviously loved and used.
